R23 problem. Custom songs not offered

Okay, now that the unlock codes worked (with red button lol) we noticed another problem on the itg2 dedicab. It is R23 but no custom songs are offered. We went into the operator's menu and looked at all the options but the custom songs option is nowhere to be found. The manager said that he tried to downgrade the machine to R21 but had a problem or something so I think that is out of the question for now.

Anyone have any idea why R23 doesn't offer custom songs on this machine?
