This is a question about my home-built pads although it's more general than that. If I were to build one pad using a MadCatz PSX controller and another with a MadCatz PS2 controller, would they have the same response time and offset when using a USB adapter?

It's possible. If you have both controllers, test them before taking them apart and making pads out of them.
