One question: does the cel mod you linked use yellow or green for 16th notes? The cel noteskin I have uses yellow, but as far as I know ITG2 uses green, so I'm trying to find one that uses green.

First, look for the Noteskins folder in the main StepMania folder. Then, look for the Dance folder within that folder. They go in there.

I threw the files in that folder and I get this error

When I click OK to skip them all and play the song, all the arrows are the same color as if I was playing on flat.

Any help is appreciated.

Added 3D Note from Merklo.com and the RebirthBemani links are down because of bandwidth exceed. They will probably beb ack up shortly (im guessing)

I would appreciate some help if anyone knows, they can give me a walkthrough if they prefer. I can't even get my old default arrows now because I always get that error, so any help asap would be the best. Thanks all.

Added DDR EX Arrows VS1 from Merklo.com and took off 3 which are no longer available.
