You need to download DirectX8. Go to www.microsoft.com to get it. It's only for Windows 98 and above, though.

ok i did that and it still say the same thing should i download a higher DirectX?

I don't know, just download and install the highest version of DirectX you can get for your operating system. Remember, if you're running Windows 95, you won't be able to run Stepmania because it requires a newer version of DirectX than there is available for Windows 95. And yeah, getting a new computer might be a good idea if you DO happen to still be running Windows 95.
